Boards
Governing Board
The Governing Board shall be comprised of the superintendent of each member district. Each member is entitled to one vote. No proxy votes will be accepted. Business shall be conducted by those members present. The Director and the Superintendents of the Regional Office of Education shall be ex-officio and non-voting members of the Board. The Board shall meet semiannually on the 3rd Thursday in October and April. There shall be a meeting on or before July 1 to approve the budget for the ensuing year, to elect officers and to conduct other business as needed. The Board shall develop all policies for the conduct of the administration and financial transactions of BMP. These policies shall be ratified and established by the Board of Education of the Administrative District.
Executive Board
A seven (7) member* Executive Committee shall serve on a two-year basis. The Executive Committee representative from each district shall be the Superintendent. The Chairperson will be the representative from the Administrative District/Agent and shall be included in the seven-member Executive Committee. Nomination and election of a Vice Chairperson of the Executive Committee will be held at the September Meeting. The Vice Chairperson will preside in the absence of the Chairperson. Included in the seven member Executive Committee shall be five members from Bureau County and two members from Marshall County. Each member is entitled to one vote. No proxy votes will be accepted. A quorum must be present to conduct business.
The Executive Committee shall have such duties as are consistent with the execution of the affairs of the Cooperative. Among these duties and responsibilities are the following...
Find qualified applicants and make specific recommendations for the employment of a Director.
Establish procedures for the operation of the Cooperative.
Approve the initial budget(s).
Provide an office for the Director, and other central staff personnel.
Arrange for necessary office supplies/traveling expenses for the Director.
Study the Comprehensive Annual Budgets as prepared by the Director and propose changes, if necessary, approve and recommend to the Board for its adoption.
Have and retain the sole and exclusive right to hire, dismiss, assign, promote, layoff, direct, discipline, transfer, and determine the qualifications of employees. BMP personnel shall then be offered contracts by the Administrative District/Agent.
Inform the Governing Board of the personnel to fill the necessary vacancies of Special Education employees who serve the entire cooperative.
